A Bunker
From what we have seen, Wayne definitely wasn’t planning on building a swimming pool, but what was he planning. The container was going to be used as a bunker, but he wasn’t anywhere close to it being finished. What else did he need to do?

The exterior of Wayne’s bunker was in no way completed. He first made sure that he had a staircase that took you down to where the bunker was. He then made sure that his bunker was as stable as possible by installing two I-beams.
